Mid Term Review for the Social Protection Enhancement Project

ConsultUs conducted a mid-term review to evaluate the progress made under each component of the project; relevancy of the project’s objectives, addressing critical issues and remedial actions if necessary, and plan the second half of the project life.
For the purpose of conducting the evaluation, the evaluation team conducted several meetings with the Social Protection Enhancement Project management, Ministry of Social Development officials, National Aid Fund officials, Ministry of Planning officials, consultants working with the project, firms implementing activities for the project, among other stakeholders.
The key findings of the evaluation highlighted that the need for the SPEP is still high, particularly in light of existing economic and financial circumstances in Jordan. SPEP is considered as an important tool to enhance the quality of social care services to many vulnerable groups in the country, in addition to supporting poverty alleviation efforts.
Project Background:
The Social Protection Enhancement Project presented a holistic approach to enhance the effectiveness and efficiency of Jordan’s safety net system. Activities within the project were envisaged by the World Bank’s Country Assistance Strategy (CAS) (May 2006), and they built on the recommendations of Jordan’s National Agenda.
The Project launched its operations in late 2008 under the umbrella of the Ministry of Social Development and was planned to be completed by the year 2013.
The Project included the following components:
- Institutional development and capacity building for social safety net policies formulation and implementation
- Renewal of the National Aid Fund
- Improving access to and quality of social work and care services
- Project management
