Preparation of Governorate Plans Handbook that can be adopted by GoJ represented by MOI, and then be recommended to governorates to guide development process of strategic and Annual Plans.
In order to draft the handbook, assessment activities had been conducted with different governmental institution such as ministries and planning-related departments. Consultation activities were also been considered with Local Development Directorate in the Ministry of Interiors (LDD/MOI) and Local Development Department in Governorates (LDD/Govs.) to enhance fulfilling their requirements in the handbook.
Work Scope:
- Assess current practices and authorities related to regional planning and planning at governorates level
- Define main topics and sections that will be included in the handbook
- Develop a draft handbook, and present to LDD/MOI and governorate
- Produce the final handbook
Project Background:
The USAID works to end extreme global poverty and enable resilient, democratic societies to realize their potential. It identified the urgent needs of Jordan citizens and other semi-permanent residents, including Syrian refugees to access basic services, economic opportunities, security and belonging, and inclusion by the government.
Against this backdrop, the CITIES project was conceived with an overall objective to make local governance more effective in Jordan and to support the country’s decentralization process.
The Governorates Plans Handbook  aims at the establishment of a regional development practice in the Governorate Local Development Departments and to provide guidance to governorates to formulate their regional development plans.
